There is a parking permit system and it describes very clear (in the lease agreement) that if a car (even visitors) dioesn't have a parking permit sticker then the car will be towed. We found 12 - 15 cars without stickers when the whole parking lot was occupied, and we didn't find the place to park. (I had to park on a forbidden place - fortunately without consequences). We talked 3 times with a manager and she didn't suggested anything. It looks like she cares more about visitors, but not about tenants. She refused to enforse the policy about parking - cars without sticker must be towed. We are going to move from here. It is really bothering when every day you are going home and you don't know if you will have a place to park your car. I expected better management for the price of $850 a month for 1 bedroom in appartments that don't have any sport facility except tiny swimming pool.
