I lived in 1BR apartment in Railway Plaza from 2001-2003. I must have been one of the lucky ones, because I don't recall any smells or noise coming from adjacent apartments. I don't think the others are lying, but I did not experience that. I got the smell and noise at a place downtown and it sucks indeed.

In 2001-2002, the rent was high and the neighbors were good. Then the prices dropped and the college kids moved in with footballs in the hall. So it did go downhill a bit. The parking was always hell.

So overall, there is good and bad. But let's face it, it is an apartment. As far as apartments go, it is not a bad place. If someone wants to live in an air tight place that is as silent as a tee box on tour, they need to buy a house.
