I have lived at Railway for approximately 1 year now. I looked at 10 or so other apartments in the area, and at the time found this to be the best deal (price/floorplan/location/lease termination). I read all the bad reviews online, and decided to rent anyway, and I have regretted my decision.
The parking is a problem. There are cars illegally parked in "spaces" all over the complex. When I try to back out of my parking space, I have to remember to watch out for these people that think they own the curb. Forget getting a spot after 7pm. You'll be walking quite a ways to your apartment.
The office staff could use some serious improvement. One person will tell you one thing, and another will tell you something completely different. I have not had to deal with them much, but when I have, it has been less than pleasant. The one time I used the mail pick-up service, they had my mail scattered all over the office, and it took them nearly 15 min to find it all.
I love my floorplan, and am happy with that, however the walls are paper thin. This is my biggest complaint. I can hear my neighbors sneezing, I can hear the phone ring, the cabinets slamming shut. And the most annoying of all, my neighbor's toddlers playing hide and seek in the room next to my bedroom at 11pm! Try sleeping when someone is screaming ONE TWO THREE FOUR... virtually in your ear! (This went on for several nights in a row!)
I've lived in several apartment complexes in the last 5 years, and there are some sacrifices you must make living in this type of environment. That being said, I do expect a certain level of service from the management staff, and a certain investment in the property itself, to ensure that tenants can make the units a "home" and not a dorm room.
Overall, I do not recommend Railway Plaza.

Cry more noob! Seriously, what do you expect out of an apartment. Go find a house if you don't want to hear your neighbors.
