A very unenjoyable experience, regret getting the two year lease.

I'd have to say that I have not enjoyed my stay here at College Station Apartment's one bit, and I'm trying to be as least biased as I can when I write this review.
The first year I moved in I was pretty content, it was the first year for me living away from home, and this review in no means is a comparison of life in an apartment compared to home; I'd rather be on my own anyhow... Anyway... I was swiftly paired with a roommate and he seemed like an alright guy. I signed the two year lease due to the fact that you get 25% off of your second year's rent which is quite a nice bonus I have to admit.
I'll start by listing some things that have been a plus since I've been living here:
- Water, gas, "Supposedly" electricity are included in the rent.
- The washer and drier are included
- Fully furnished (Bed, sofa, tables, desk, etc...)
- Included standard cable plus movie channels... TV not included of course.
- "Supposedly High Speed" Internet included (I'll explain about the internet later...)
Now, I'll go on to explain the things that I did not like at all:
I've had a lot of odd experiences living here, I'm not sure how it is for the average tenant living here, but noise is a major complaint of mine... My first year roommate was relatively quiet, and only had small gatherings on the weekend as he had claimed in our over the phone interview with each other, but the noises I heard were from other tenants. Several times a week I would constantly wake up to the noises of inconsiderate people yelling obscenities, very offensive ones at that, directed at everyone in the complex. Also I would be woken up by several people attempting to squeal their wheels as loud as possible just to be moronic.
This has been a reoccurring theme over the couple of years I've lived here, and there is a lot of small things I'd rather not waste my time explaining in the noise category, but one last thing was at 4:00AM one morning the people in the floor above me were apparently having a party that lead into an argument and someone threw a TV off of their balcony which crashed into the parking lot, and remained there for several days. A lot of these noisy exchanges did not make me feel secure. One weekend I headed home and when I came back my roommate told me that he heard an argument right outside of his window in the parking lot and peaked out of his blinds to see what was going on and this yelling man approached his window and started hitting it repeatedly and then began to approach the front door and started kicking it ruthlessly. Either I've just been in the wrong place at the wrong time or serious measures need to be taken to secure the complex.
During the first year I lived here these events drove me into a cynical view of all people in general... I would constantly just passive-aggressively curse everyone. "No respect for anyone", was a common phrase I muttered to myself, it drove me into a form of depression, I felt as if I couldn't trust anyone. I started to isolate myself from everyone and everything. I eventually even stopped going to classes. I stayed in my room all day and avoided going into the kitchen to eat or drink if my roommate was in the living room or kitchen area, it was a very bad situation for me. After my first year of failing/dropping all of my classes I decided I needed to get help and so I sought a psychologist which after meetings every other week and getting put on 50mg of Paxil I could finally function in daily life again, but I hope that nobody else has had to experience this.
Whew.. a little off topic I would say, but anyway...
The internet is horrid. I mean dial-up would put this service to shame. If you like to watch streaming videos and/or play online games such as World of Warcraft, forget about it. It is one of the most frustrating experiences I've had living here. Also if you exceed their daily transfer quota they will slow you down even more, if that is possible, and if you continue one step beyond that they shut you off until you call them and they will explain to you what you were doing wrong and to not let it happen again, but you can't just straight up talk to a tech person... you have to call them, and then they will call you back which can easily take a few hours, and if you miss the call you have to start the process over again. I talked with the apartment management if there was any way I could get a different ISP or at least dial-up and they replied that it isn't an option. I emailed the owner of the complex, and he said that they were looking into other options and that they were in the processes of making the change and hopefully they would have something finalized by 2008, but I feel that it will not happen by the time my lease expires.
One last major complaint I have has to do with the electric bills I received in my first year of living here. During the winter months I received electric bills beyond anything I could have expected or even have the money for. One month my electric bill was $260! Also this was after my roommate had moved out to a friend's apartment so this bill was mine alone, and since it was my roommates decision to move out that means that I'm not responsible for his half of the electric bill. The paper said that each tenant owes $260... wait, an electric bill totaling $520 that has to be illegal somewhere whether it is the electric company or something else... I'll also let you know that I am very conservative with my electricity, never leaving a light on, and keeping the thermostat at 68-70 degrees at all times. The apartment management provided me with the paper showing my kilowatt usage for that month and something just seemed out of place... I refused to pay it, along with the other months electricity bills, no word mentioned since. We weren't even supposed to have to pay for our electricity anyway, but halfway through my first year when winter started showing its head they sent us a letter saying they will only cover the first $30 of the electricity bill, and I don't see how they can violate our agreement in the first place, unless it says somewhere that they have the right to change anything at anytime.
Whew... Sorry for this long review, but I feel so strongly about writing this review for others before they make the decision of moving in and making a big mistake like I did. I wouldn't waste my time with such a long review if I didn't feel as strongly about this as I do. Everything I've posted is the absolute truth. I dislike that the majority of my review is negative, but if I had more positive things to say I would have said them, but my lease is nearing its end and I'll be beyond happy once I can get out of here and get a quiet, secure, high speed internet included place, but I suppose that is what we hope for when we make the decision to move in somewhere.
