The apartments are overpriced and utilities are very costly. The hot water heater which also controls the heat is in a outside closet. The colder it gets, the more gas you use just to keep the water warm. Stupid design! The heater doesn't even handle the cold parts of the winter. There are other issues out here too. You can do better!
