For one thing there aren't 500 apartments at The Woodlands,there are only 201.
Yes, I agree there should be more than one maintenance person,but the maintenance person should be able to handle a no heat call. If he could not repair it, he should at least have brought a portable heater until Monday when a contractor could come.
The buildings are old and are requiring more and more maintenance,but the prices are still as expensive as newer complexes. Woodlands knows they will get their money though because they have students as a "captive audience".The students are allowed to party and do whatever they want, and they themselves tear up the apartments and expect them to be in perfect shape when they arrive but trashed when they leave.
