I wonder why it is condemned.....

Years at this apartment: 1996 - 1997
 
Water coming through the ceilings into the light fixtures, maintenance was so backed up it took almost a week for them to look at anything, hot water would not shut off in bathroom and eventually turned walls green and black with thick mildew because the maintenance guys could not find a simple washer for the shower knob. Only one parking space for a 3 bedroom apt. This is just the tip of the iceberg....
