I moved into Knoxville Manor in June of 2004 and find little in the previous review to be true. This is an apartment complex and the buildings have been here for at least 60 years so you can't expect a lot of the modern conveniences you find in newer complexes.
Again, this is an apartment complex, so your neighbors are definately close. I have had neighbors with loud TVs and stereos but usually if I go directly to them, they turn them down and it rarely happens again. If it does continue, I contact management. You just need to learn to get to know and get along with your neighbors.
When you consider that there are only 3 people who work in maintenance, 2 partime, I don't think it is unreasonable to think that simple things like needing blinds replaced which were new when the tenant moved in, which would lead me to believe the tenant must have damaged, are not replaced immediately as it is usually more important for empty apartments to be painted and cleaned for reoccupancy. Major problems are usually fixed quickly. I know for a fact that it has taken as long as 3 to 4 weeks to clean some apartments because of the condition the previous tenants have left them in. The amount of the deposit returned is determined by the amount of work needed to ready the apartment for reoccupancy. That's what a deposit is for. If you want your full deposit back, leave the apartment in the condition in which you found it. Also, it is stipulated in the lease that if there is a raise in rent, it is never more than $25.00 per month.
I have heard there have been fires here (none since I moved in) but they were years ago and I don't remember hearing that any animals were lost nor that any fire was caused by a faulty electrical system. And if that were a cause, tenants can abuse the electrical system.
The utilities are a benefit when you live here along with the fact that there are some garages available for an extra $30 per month on a first come first serve basis. Also, there is a gate at each front courtyard for which you must have a swipe card to get in and the back doors are locked so a key is necessary to open them. There are also storage lockers in the laundery rooms, but they are also available on a first come first serve basis. There is also a professional gas grill, tables and chairs and picnic tables available for tenants to use in a fenced in area along with a tennis court. A new gazebo is in the process of being built and a California spray fan is available in this area during the summer months.
With what I have stated above and the fact that I have lived here for 4 years with very few problems, I would recommend Knoxville Manor to anyone in search of a one bedroom apartment.
