This apartment complex is one of the most expensive in the Peoria area, so with that expense comes the expectation that the services and available options will be best in class. After living here for over 2 years (3 total when I finally move out). Sadly this apartment complex and its management have been embarrassingly disappointing during my entire stay.
Pros:
-Relatively large apartment (size)
-Quiet complex
-Virtually no crime
Cons:
-Apartment layout and build quality: The walls are not level and thus the doors to the closet and bedroom are difficult to open/close. Heating duct in bedroom is right above window so most of the heating/cooling is lost through the window. I was the first tenant in my apartment and there is no excuse for shoddy construction (except to increase profit margin without adding customer value).
-Poor front office service: The front office staff like to close early (sometimes 10 minutes, sometimes 1 hour) without notice. Their knowledge of apartment policies and the logic behind them is limited since all the policies and rental agreement stipulations are set by their corporate office (Edward Rose) in Michigan. The corporate property manager is slow to respond to calls and does not appear to have much concern for the tenants of the properties he owns.
-Inability to choose competitive rates for television and internet service: When I first moved in I was presented with 2 options for television service (basic cable and DirecTV) and 1 option for internet service. I was not informed that these were my ONLY options. Edward Rose owns both the cable company and internet company providing service to the complex and will not allow competitive services to install on the property. Their DirecTV package is basic (non-digital local channels and no HDTV capability). You can install an HDTV dish if the back of your apartment faces South/Southwest, but if you live in other apartments facing North you cannot install a dish, thus limiting you to the services they offer and no ability to switch to competitors such as Comcast or Dish Network. After discussing this with their corporate office they expressed no interest in changing the policies or offering better services.

Awesome evaluation for the apartment.
I live in same apartment, every word seems to hold true. especially internet and cable options.
