This place is horrible. I strongly advise AGAINST moving here. Do NOT be fooled by the price and size of the apartments. While inexpensive for the price and size of the place, we thought at first we were getting a great deal. A year later, we moved out because we thought wrong. Here's why....
Lets talk about the building first. Its old. Its extremely old. In fact, the water is consistently shut off on a regular basis due to piping being "repaired". If you walk down to the basement, you'll see all the patch work, leaky pipes, etc. The air filtration is horrible, the seals around the windows are bad (you'll find your electric bill extremely high in the summer as the AC will constantly run due to the poor window seals).
Many apartments have "popcorn ceilings", which contain asbestos. Although they contract does state it is "below danger level", I'd still be wary. The bedrooms and bathrooms are small, as well as the closets. Too much space was wasted on the living room/dining room area when this building was built. The kitchen is very small (barely any cabinet space).
The patios are unsafe. Why' Many railings are rusted at their base, making them wobbly and feeling like they are going to break off when you lean on them. Why this isn't being repaired is questionable. In addition, the patio doors are extremely heavy and large, so, you can hear the neighbors above you open and close the patio door ... this may not seem like a big deal, but if you live under a "regular smoker", its obnoxious. Smoking is allowed in the building, which really shouldn't be. Many tenants "light up" in hallways and the smell of cigarettes will seep into your unit.
While I cannot here my neighbors next door, I most certainly can here EVERYTHING from my neighbor above me. Such noises include heavy pounding footsteps, talking, and going to the bathroom ... yes, the bathroom ... disgusting.
While many families are friendly, and many elderly people are nice (my neighbors next to and across from me were very nice), there are many families/people who are rude and inconsiderate of others. Many people let their children run up and down hallways, which, during the day wouldn't normally be a big deal, but they let it happen in the late hour as well. There have been, in the past, many tenants who have put up postings throughout the building, complaining about such problems. The landlord responded with a rude message to all tenants, and did nothing to resolve such issues.
The BIGGEST problem is the landlord. She is rude and inconsiderate. After talking with a few other tenants, they agree. She sees her self as a landlord, but doesn't like doing landlord responsibilities. When making complaints about other tenants with issues (such as noise (see paragraph above), rude behavior, etc.) she tells the tenants to "Deal with your own problems with each other yourself". When you take the matter in your own hands, however, the other tenant will make a complaint to her, and then you will receive reprimand from the landlord, either via a letter under your door, or a phone call. Why is the landlord telling the tenants to deal with our own problems then' My impression is that she is a bitter elderly woman who has been doing this for way too long and needs to "step down" or be "let go". I have actually kept a file of the inconsiderate letter(s) I have received from her in case if I need to seek legal action.
The maintenance man is friendly, but a little eccentric. Its ironic, however, that he believes that the building should be shut down due to all the piping issues in the building.
Parking outside isn't impossible to find, but it isn't convenient. There is parking available in the underground garage for an extra fee, but it sure isn't worth it.
Overall, do yourself a favor and avoid this place. Probably THE BIGGEST problem here is the landlord (her rude attitude, failure to enforce ANYTHING) and the inconsiderate families/people that live here. Other reviews that are written here make me believe that it was the landlord, or a friend of, that wrote them.
I've been trying to find out the company that owns this building to make complaints, but to no avail. It makes me believe that it is personally owned building and/or bank owned. I am, however, making a formal complaint to the BBB, and here, for that matter, in hopes that people will try to avoid this place.

I believe the response of JOICE ACCMAN PROPERTY MANAGER of Surrey Hill Apartments is very improper and unprofessional. This reflects on the professionalism of the company behind Surrey Hills, and how they employ their staff. The above response is highly negative, maybe not as negative as the ex-residents review but negative coming from an administration. Ive personally been to Surrey Hill Apartments looking for apartments, they are nice, but the response of Joice Accman has led me to think otherwise about moving there.
