Can't sleep. Too noisy! Stealing on Proprety

The air conditioners that hang outside the building, or actually right beside your bedroom window, are extremely powerful and noisy. They go on and off every 20 to 30 minute, 24 hours around from May to Oct.
The water and sewage bill is expensive. $35
There were stealing on the property and was reported to police.
There are people talk loud on the property at midnight. You can hear around mid-night a few times a month.
