Cheap but beware of the neighbors, noisy, no rules

I have to say I had gut instincts about not moving here, just on the quality and cleanliness of the complex, and all the kids running around all the time unsupervised. When I moved in, they gave me a brand new A/C unit since the old one wasn't cooling which was the only good thing. They promised new bathroom cabinets in the first week, but never got them. The neighbors were always noisy upstairs, in the hall, outside with the stereo, parking permits are never enforced, cops are always driving around because of complaints.
