Caution, contact HAND first!!! - Do NOT sign a lease from ELKINS until you first check the files at HAND! The housing inspectors will give you a list of good landlords. Elkins will NOT be on that list. Ask anyone in Bloomington and they will tell you that Elkins is the worst landlord in town.
