OK Place to Live but Manager OUT OF CONTROL

The apartment was quiet and the neighbors were nice, but dealing with Joan--the nasty manager-- was not a good time. She charged us (down to the penny!) when we moved in 5 hours early. She also threw a fit when we tried to sublet our apartment. The experience of dealing with her was horrific.
