First, as is typical in Bloomington, if you plan to sign the lease upon arrival, CHECK a month prior to you move that they have the apartment you requested. We thought everything was fine, called two weeks before we moved, and then found out that they had "sent" a letter (never received it) to tell us they did not have the apartment size we requested. We ended up with an extra bedroom that we never used because we were down to the wire and it was take a bigger apartment or travel back to Bloomington and try to find another place at the last minute.
Don't believe what they say about the train tracks- this manager tried to tell us that trains came by once a week- it's twice a day, and one comes by almost every night at 1 am.
The apartments were pretty good (for Bloomington) and most residents were nice. High ceilings, large windows, newer appliances- all Bloomington rarities. Beware- regardless of the fact that they tell you these won awards for energy efficiency, well, there must have been no competition- the wind comes right through the doors, and you can feel the draft from the windows in winter. There was also a big problem with people allowing their children to run wild- they would stand under our windows and scream at the top of their lungs for hours on end. (Not normal child-fun screaming, but just SCREAMING. It was bizarre.) Pet fees fair, but they are weird about them- I think they thought the dog was bigger than allowed, because a manager initially kept walking up to us and FEELING UP our dog (under the auspices of petting him) like a vet would. They had the recent vet records... It was strange...
Dealing with the constant barrage of memos from the main office about every little problem that was annoying them that week or strange little events they had planned for the month was quite annoying. They matched the number of memos with visits to apartments- constant inspections they insisted were mandatory by the housing board or their own company. I think the record for visits to our apartment in a month (none of which we asked for) was 5. We never made it through a month without at least one. It was obnoxious. Some even came back to back- they would issue another memo announcing a visit directly after they just made one- in one month we had a week where they were making three visits for three different purposes- and it never occured to them to do them all at once. We were determined that they were using these opportunities to snoop around and make sure people weren't destroying the places.
Equally grating is trying to deal with the management- while problems did get taken care of, dealing with lease reups, maintenance issues, etc meant that you had to deal with explaining things a number of times to two or three different people, all of whom stare at you blankly with giant, wide smiles on their faces. And if you tried to call the office... well... it was a miracle if they answered the phone...ever... I know one guy who would call over and over until they got tired of the machine clicking on and fianlly would pick up... he delighted in this game. If you move there, you will see the humour in it.
