Nice but noisy and office opinion is "live with it"

I like everything about Providence except that I live on the second floor and they allowed young very noisy children to move in on the the third floor. After weeks of constant noise, I called to complain and the attitude was, " You're on the second floor so live with it". At almost $1200 a month, I should not have to "live with it". I also had questions about the fireplace and I was treated as if I had just fallen off the turnip truck.
