lack of maintenance; poor management

Years at this apartment: 2002 - 2004
 
The building are falling apart; window sills leak during blowing rains; water runs constantly through pipes, toilet(s) need replacing; dishwasher (s) need replacing. Overall, I would not recommend my worst enemy live there!
