Dog Poop, Vomit and High Heating Bills

The building we are in is surrounded in dog poop. Doog poop is in the grass out front and to the side about every 2 feet. You can see where a dog has peed the whole winter where grass has been killed just outside the tenants apartment. You see people walking with dogs every day and not picking up after them. They have sent out notices on this issue but they don't enforce their own rules(See same unenforced rule about not having grills on decks since the fire....You see or smell a grill all over the complex) The weekends bring beer cans in the parking lot with the usual vomit pile I almost stepped in on Sunday morning. Heating costs have been brutal on everyone but even more so with the paper thin windows and walls of this place. Place looked nice at first, reeled us in with lower rent...We should've known why it was cheaper than surrounding apartments. Can't wait until July when our house is done!
