Missing siding for 8 months

Years at this apartment: 2004 - 2008
 
My neighbor had a water leak back in June and they had to remove part of the siding while fixing the pipes. They put a piece of plywood over the hole section back in August and it has yet to be covered with new siding.

They should rename this complex Ghetto Woods.
