Nice apartments but poorly designed

We have lived here almost a year, but will not be renewing our lease. The apartments are not cheap, but then that's Fishers for you.
Whilst our apartment is nice, our major problem is that the master bedroom is right next to our neighbour's living area - everytime they have their TV on, we can hear the bass from our bedroom. This is despite the fact that the lease agreement says that noise is supposed to be inaudible outside your apartment. The office staff are sympathetic and will write to your neighbour and ask them to keep it down. After 3 complaints, they are asked to move out, but this isn't a solution to the poorly designed apartment. Our neighbours don't have this problem as their bedroom adjoins their neighbour's bedroom and not a living area.
The other issue is parking where there are far too few parking spaces for the apartments. Leasing a garage or carport eases this issue, but is an extra $30-$60 a month.
