I Signed an 18 month lease with my husband last year. The rent was cheap and since we were expecting a baby it was ideal for now. From the first few months it was horriable!!! Underage drinking kids screaming outside at all hours of the night, reving up cars, driving around all crazy, and I live right by the office!!! Recently my upstairs neighbors dog was left on there porch and pissed all over our deck, and almost on my husband. I called and complained several times, and was told this would not happen again. But it did for several weeks... the people finally just moved out one night at midnight which was the best news I had ever gotten.
I called the cops so much for drug use by the neigbors and all the fighting. What a mess
Dogs running loose everywhere jumping on my and my daughter... NEVER DID ANYTHING>>>
Did I mention the condoms all over the grounds... Very dirty... I reported it but nothing happened.
My bathroom ceiling is falling apart again... It took them 3 months to fix it last time... I don't plan on it being fixed ever... Overall, if you are single and don;t give a damn... move here... if so move on... not worth it.

This is a pretty hilarious review - I lived there for years and never had any trouble like this. Sure, you get bad neighbors from time to time - if you can't handle that, buy a house, yo. Condoms everywhere and rabid attack dogs? You must've lived at Westminster.
