I wouldn't go as far as to call this place "ghetto", as I go out often late at night and I do not feel threatened or unsafe, but it is old and in serious need of a major makeover. In all fairness, they have started to make some improvements (new windows, fixtures, ect.) but they have a ways to go. Train tracks are right behind the buildings. The trains are usually short and don't come through often at night, but it takes some getting used to. The building I am in is pretty old and it shows. There is no vent/fan and carpet on the floor in the bathroom, which makes it very easy for mold/mildew to grow (even on the ceiling). The appliances could use replacement and are inefficient, insects get in pretty easily even with the new windows, and things tend to break easily, although maintenance responds to requests very quickly. I have some noisy neighbors also and their kids are way out of control, but I have been told that they are moving out soon. The rent at the time of this writing is decent, though. So if you can deal with living in an old, imperfect unit for the cost, then this place may be for you.

Because the price was good (within my budget) at the time, and some of these problems didn't show up until I lived there a while. Mold doesn't grow overnight. DUH! :-/ And I don't live there anymore. I moved as soon as my lease was up.
