Integrity Issue w/ front office

My dad is a decorated vietnam vet and decided he wanted to move out of Chicago to Indiana.
His reasoning "less traffic, less noise"! We learned about the The Mansards via The Apartment Guide and decided to see the complex.
Initially, the place appeared to fit most of his needs.
After my dad lived there for 2 months, he needed to spended a great deal of his time on Great Lakes Naval Base.
He did not want to break his lease and continued to occupy the apartment and return every other weekend or less.
I had keys to the apartment and infrequently picked up his mail and so forth.
Because my dad does not take permanent residency in Great Lakes, he wanted to keep his unit at the Mansards but we decided at the end of the lease we would upgrade to a 2 bdrm.
This would allow me to stay overnight if and when I wanted to and on weekends, my 2 sons could have an enjoyable weekend with their grandfather.
I presented this to the Mansards management and they agreed to provide him with a 2 bdrm immediately (2 most prior to the lease expiration), if he would sign a new lease, pay for painting and carpet cleaning on his existing apartment and of course pay the difference in rent ongoing.
His rent was increasing from $425.
for a 1 bedroom to $738.
for a 2 bdrm.
My dad agreed.
This is when the problems started.
The Mansards will not allow you to look at available vacancies unless they are in move-in condition.
In fact, they will not even reserve a potential apartment for you unless you give them a $200 deposit.
My dad did not have a problem with the deposit, but why should they pick & choose 2 units for your consideration when they have 50 vacancies.
THe unit they so-call cleaned up for my dad was unacceptable.
Their were babies screming and crying on every floor and another tenant in the building cursed like a sailor.
I previewed the so-call ready to move-in apartment and explained why I would not consider this unit for my father.
I asked if they had anymore vacancies of this type and was told, "no"! 2 days later, my girlfriend & I visited the Mansards and decided to put her in front of the leasing agent as the prospect.
She was shown 2 apartments that was much better than the apartment pre-selected for my father.
Needless to say, they do not run a very honest operation and it is extremely disappointing.
