Nice apartments but very noisy

The Mansards apartments themselves are spacious and nicely maintained. We had new paint, new rugs, new appliances.
The neighbors are another story. We have had several neighbors whose delight it is to play excessively loud music night and day. The bass thumps through the entire apartment building, shaking the furniture. Even without these specific neighbors, there will always be people driving through the parking lots or actually parking outside with car stereos blasting. Despite lease regulations that forbid disturbing neighbors with loud music, the Mansards will do nothing to stop the noise. Your only recourse is to call the police and hope the neighbors don't know it was you.
Our car has been hit twice in our three and a half years here, both times hit-and-run so that we couldn't collect anything from insurance. We've left the dents to give our families something to comment on every time we visit. We've heard from a store owner in the plaza across the street that there have been several armed robberies at the stores there lately, and several of the stores are moving out.
You can find much cheaper apartments in the area, or preferably in a nicer area. Try the newspapers classified section. We're moving out this month. What was nice was having our utilities paid for and having prompt maintenance service. The grounds are beautiful and allow for nice walks, punctuated by stereo blasts, of course.
