Decent Place, but a few problems

Myself and my family have lived here since July, 2008.
We have had a few problems, but they're mostly with management and maintenance.
We had a very bad bee problem outside our front door (I'm highly allergic) and they didn't have anybody come out to take care of the problem ever (even though they said they had someone out to exterminate, the bees were still there).
Our refrigerator also kept breaking down and three times, we had to throw away everything in it. They had one maintenance person come out who spoke almost no english, and he said "I come back tomorrow with new one".
The next day, my husband was there and a completely different guy came out and opened up the fridge, opened up the freezer, and told my husband that we have "too much" in the freezer, and that was the cause of the break-down. I looked up the fridge online and found out that the fridge and freezer have two separate cooling units, so anything in the freezer wouldn't even matter. We ended up having a friend come out and fix the fridge (there was a part that had broken), and he fixed it for only the price of the part.
The other problem we have is the parking situation. The parking lot in front of our building is always too full (even though each unit is only supposed to have three cars and visitors are supposed to park at the end of the lot). We can never find parking in front of our building and people are always parking in the handicapped space who don't have tags to park there.
Also, our outside "secured" door doesn't shut all the way so it's never actually secure unless people take the time to pull it shut, very hard (which nobody ever does). The light outside our building hardly ever works, so it's usually pretty dark at the door, but I've never felt unsafe (our neighbors all seem okay)
Overall, I think this complex needs new management. We've never had any problems with our neighbors, thank God, and everybody pretty much keeps to themselves. We haven't heard any wild or loud parties yet and the apartment we are in is practically sound-proof, because we've never heard anybody in any other units before.
The apartments themselves are nice. A little older, but for the most part nice. The painters who pained did a terrible job, but other than that, like I said, the units are nice. A nice feature is the storage unit on the balcony and the large bedrooms.
We have the 2 bedroom 2 bathroom unit, and the bedrooms are both large. The bathroom sizes aren't bad, either.
As for the staff in the office, it depends on who you talk to. There are a few nice people, and there are several people who either don't care, or really don't like people at all. I guess you just have to keep calling or going there until you get someone who is nice or actually cares about your problem.
Overall, the apartments aren't terrible and Hobart itself is a great place to live. We haven't had any problems with neighbors or noise and we've learned to live with the maintenance problems we've had because we love Hobart so much. The police come into the parking lot and patrol quite often, so we've never felt unsafe in our building.
Plus Side:
Nice apartments, allow one cat with a deposit, not too bad of a price for the size of the units, apartments stay quite warm in the winter and we rarely ever need the heat on.
Down Side:
Maintenance difficult to get to fix anything, parking sucks, no central air (they have a small air-conditioning in the living room of every unit, which isn't so great when it's very hot --you will definitely need fans in your bedrooms in the summer)
