Where do I begin. We rented a 3br townhome at Horizons for almost 3 years, trying to save up the money to get into a house. The parking there is terrible. People have more than 2 vehicles and take up more than their share of parking and nothing is done about it if you complain to the office, there is no assigned parking. Just about all of the townhomes are falling apart from the inside out. There is only 1 bathroom in the 3br townhomes, which is inconvenient. When you go there to talk to them about renting a place there, you are shown a 2br model townhome which is in a lot better shape than the rest of the places. The windows are all old and drafty and have lots of mildew around the frames. Maint. had to come out to our home several times to replace wires on our terribly old furnace. The first time they came out it was smoking. The second time the wires were smoking again and the third time they came out they informed us that all of those should have been replaced the first time and that that was a fire hazard. The place was not very clean when we moved in and we were all sick a lot off and on while we lived there, more so than we have ever been. We are all a lot healthier now that we are out of there. The health dept. should come and check out those places. The corporate office district manager had been notified of all of the problems (after the community manager was informed and did nothing to resolve these problems) and more (including car break-ins in the summer) and didn't seem too concerned. There are a lot of disrepectful teenagers and adults who live there and think nothing of letting their kids stay out at all hours of the night laughing loudly and hanging out around other people's doors and cars in the parking lot. The playground area was totally destroyed and completely unsafe for small children, due to vandalism of the teenagers. Some people who own dogs keep them tied up and allow them to run several feet from their own backyard and do not bother to clean up the feces. All kinds of dogs and cats roam freely within the community leaving their droppings everywhere, esp. around the dumpsters.

We lived in horizons for almost a year. During that time I got a restraning order on my ex and gave the front office a copy of the order, they still let him move in and when he threatned to slice my boyfriends and my neck the office refused to give his address to the police. They had to send a detective out in an unmarked car and they found him hiding out in the rental office with the manager who was trying to hide him from the police. The safety there is horrible. We had mold growing on our walls and my boyfriend had to be rushed to the hospital one night due to upper respiratory problems due to the mold. The parking is aweful. I had over a hundred DVDs stolen from my car while we were moving out, we put them in the car and went inside to get another box and they were gone when we came out. then when we tried to get out of our lease due to the restraining order they told us we had to pay off our lease to term plus and 85% subletting fee. The police are always there for one reason or another, and when I looked up the number or police runs on indygov.org there was over thirty runs in three months including one for a death investagation. During the winter it was freezing downstairs we had plastic on the windows and stripping on the door and you could still see our christmas tree blowing back and forth from the wind outside.
