We lived in Horizons for 6 months. It truly depends on what you're looking for as to what your experience will end up being. We needed location (close to work), flexible lease (which I believe they no longer offer), and 4 bedrooms.

Positives:
-grounds are well maintained
-maintenance responds in a reasonable time.
-walls are well insulated (we rarely hear our neighbors but definitely hear the outside noise)
-nice back porch area

Negatives:
-playground is a complete HAZARD! This apartment complex may well end up facing a lawsuit for an injury incurred as a result of broken and dangerous play equiptment. There is absolutely no maintenance of the equiptment AT ALL. It is old, cracked, broken, ugly, dangerous and not functional.
IT NEEDS REPLACED NOW!!!!!!!!!
-older apartments; windows and kitchen floor were DIRTY when we moved in (basic mopping was done but gritty dirt along baseboards, corners, etc. YUCK!)
-screens torn, windows old and poorly sealed, letting in HUGE winter drafts.
-parking is terrible (VERY small spaces, flat tired vehicles sit for weeks before being tagged, motorcycles up on sidewalks by porches).
-noise nuisence (teens and pre-teens often yelling outside between 11:30-2:00am).
-registered s%x offender listed Horizons as his address (though recently updated to show elsewhere)
-animals running rampant through complex (feces everywhere, cats fighting at all hours of the night). One neighbor alone had 1 cat and 3 dogs that we know of.
-some units waaaay over capacity regarding number of people living in unit (which translates to parking space deficits).
-our entire building flooded several times before plumbing was adequately addressed (as in, washer/dryer/storage areas filled with 3" standing water).
