1. I received a flyer stating that there would be no 'rent-increse' for the next lease. I decided to renew it and visited the office. Then, only then, I was told that there was a change in the contract: the water bill must be paid by the resident. It was too late for me to look for another apartment then. I understand the need for the apartment to impose an increase; but they should be 'honest.'
2. When I tried to pay for the water-bill for the first time, I was told to pay 'to' the apartment instead of the water company - strange. Later, I found out that the billing method had a 'special' name, which required all the residents to equally divide the 'total' water-bill for the entire apartment. In this way, every resident had to pay, even if he or she did not use any water. I complained about why I wasn't explained about this method. I was told that this was a very 'common' method and that I didn't ASK in the first place. "Tough luck," I was told. Again, I felt 'misled.'
3. A year later, I received a flyer explaining that the water-billing system would change so that the resident could pay for the water that he or she used. It also said that this method was 'becoming' common.
4. I left the apartment the next year, in the 'middle' of a month. I received the last water-bill, which asked me to pay for the last entire month. After complaining, I was told to pay the half of it. In fact, I emptied my apartment in the beginning of the month, which meant that I did not use much water at all. Despite this fact, the amount of the water-bill I received was equivalent to my monthly bill. I was still told to pay for the half despite this 'new' billing system.
5. My security deposit was deducted for the water bill in addition BEFORE the apartment had sent me the water bill. This is a fraud. I wonder how many former residents like me were in this situation.
6. Be careful if you decide to live here. I do not like their practice of scraping your money here and there in order to keep the rent-increase to a minimum in a misleading way.
