Okay at first.

We really enjoyed living at Scarborough until new neighbors moved in above us. They played extremely loud music, moved their furniture and cleaned at 3:00 a.m. He played the drums and it sounded as if he was beating his girlfriend/wife. The office would not help us with the situation, so we left. The managements aloof response to requests and problems became more and more frequent. Also, the quality of the apartments took quick nosedive from 1997 to 1999.

Wow...1997-1999? It's a shame to see that they have been so consistently "aloof" (as you put it) to resident's issues. You would assume that would understand that concept of leasing. If you have something someone want, people will stay. I've been told a nubmer of time in passing conversations with the staff that the turnover is pretty high. I guess if they keep treating their residents with such distain, they can only expect the trend to continue.
