I lived at the Victoria for about a year and a half, and, other than the fact that it's probably in the absolute worst area of downtown, (car broken into twice, if not more,) and the ridiculous amount of noise from the --- strip club across the street, and the occasional completely ignorant neighbor, it wasn't a bad place at all. Mind you, the first review I wrote about this complex was an excellent one.
I originally decided to move because of the level of noise, and the fact that, despite speaking with the landlord (who is incredibly nice, mind you, just forgetful) about getting a parking space, I was still stuck trying to find a place to park every night.
Here comes the fun part. Within a day or 2 of moving, my sister ordered me a few things off of my Amazon.com wishlist. (around April 25th.) She called me in the middle of May, asking if I had gotten any packages... Long story short, it ended up that the packages had gotten shipped to the Victoria. So, I gave the landlord a call, who told me to call him when I got there, and he would have the maintenance man let me in.
I got to the Victoria, and told the maintenance man why I was there. He said he 'thinks' he remembered a package for me. (Mind you, there should have been 3 packages total, and delivery was confirmed.) He asks me to follow him to the basement, where there is a room that he had the packages stored in. On the way down to the basement, he informed me that HE OPENED THE PACKAGES! In the room I spoke of, there was a large pile of empty boxes - he pulled a few items from within the pile, and said "Is this it'"
I advised him that there were still a few items missing. He got my number, as he 'didn't remember where he put them', and told me he would call the next day. He then asked me "How much do I owe you if I can't find them'", which was also fishy - one of the missing items was a set of dishes, which would match the decor in their model apartment QUITE well.
So, here we sit, a month later. I have tried calling the apartment several times as of the time of this review, and I've yet to receive any response back on the missing packages. Thankfully Amazon made everything right, and fixed it for me, but that was a ridiculous situation to be in. Thankfully, they said that they will take care of the issue with the maintenance man opening my package, etc...
Now, if I could just get any of my darn security deposit back, I'd be alright... But from reading other's reviews, that seems like a big issue. Mind you, I damaged one of my blinds, but otherwise, that apartment was in perfect shape. Subtract the $40 for carpet cleaning, as stated on the lease, and I would expect to get at least $200 of my $300 deposit back. Wish me luck.
Regardless, I can not recommend an apartment complex with the noise level, the level of crime just outside your window, and with dishonest workers. If you need to live downtown, I doubt you could do any better for the price... But if you DON'T need to live downtown, you can do a ton better!!

I got scammed out of my security deposit as well, i also had packages go missing that were listed as delivered by confirmation with the usps. Upon moving, the maintenance guy was telling me about all the cool stuff he finds "left" in the apartments. Interesting.
