When I moved in, there was a move-in special that knocked the rent down to $399/mo. Since then it's steadily increased but it's still below $450. I'm expecting the rate to jump again when my lease is up. If it does, I will not renew. The low price is what makes these apartments worthwhile.
The location is amazing. You're within EASY walking distance of two banks, several restaurants, a drug store, a video rental place, and discount store. It's close to Broad Ripple, Glendale, and Castleton without the traffic headaches of actually living those areas.
The apartments themselves are run down. Nothing awful or unlivable, but you'll be calling maintenance once a month. Repairs are fast, but they can be cheap and sloppy looking. The cabinets and appliances are retty outdated. The walls are fairly thin, so you're going to have noise issues. What others have said about car stereo noise is true.
The fitness center is pretty worthless. It's only open during office hours, so unless you don't have a job, you won't be able to use it during the week. Same for the pool.
The office staff can be frustrating. I can't tell if they're mean or just dumb. Probably a little of both. But if you're firm they'll listen.
Crime can be an issue. Don't leave anything on your patio that you can't bear to part with. My chairs were stolen within days of their purchase. I had to look my gate with a bicycle chain to keep the neighborhood kids out of it. Once I locked up my patio, I've had no additional problems or thefts.
They don't enforce the carport assignments at all, so don't bother to pay the extra fee to get one. Someone who isn't renting a space will just take yours.
I'd recommend this if you're a young single looking for a cheap place to sleep/shower/store your stuff. IE: someone who needs a place to live rather than a true home. But wait until there's a special. These apartments aren't worth the regular rates.

Run down is what Villa Paree apartments are. What ever the price they are advertising, say $479 a month, don't forget the RUBS fee, it can be anywhere from $15 to $30 or even more a month extra on top of your rent. I would not recommend these apartments to anybody, young or old. While I live there, they went threw a half dozen apartment managers, never knew who you would see from month to month. The dump I was in had phone jack problems, electrical issues, water problems, black mold around tub, but no ---- roaches, that surprise me, but they do have them, depends who you live around. Had no parking problems or noise issues, depends who you live around. Good area, bad apartments!

I haven't had any mold or pest issues, just a lot of noise problems. And 85% of that is my upstairs neighbors being total jerks, which can happen anywhere. Actually, this has been the most pest-free apartment I've ever lived in, but maybe that's because I've lived in really cheap buildings all my life ;)
RUBS is at least fixed at $15/mo for the one bedrooms. I don't think that's awful, especially compared to the old RUBS system. I do agree that it's misleading to have the RUBS charge separated from rent. It's the same every month, so why not just add it to the rent price and be done with it? (Because not doing that allows them to advertise lower rental rates.) No doubt this place is a little shady, but a lot of issues can be avoided by thoroughly reading the lease before signing.
That said, I love the location so much that I still think it's worth living here... IF you can move in during a good special. Being within walking distance of so many things is incredibly convenient. The proximity to BR and Castleton is also pretty great.
I wouldn't recommend moving here unless the rent drops back down to around $400/mo. It'll be awhile before that happens. They have to pay for the new fitness center that no one can use during the week because it closes right when most people are getting home from work.
