When I lived here several years ago the next door neighbor would blast her stereo loudly all evening through the paper thin walls. When I complained to the manager she told me that if I live in an apartment I should expect noise and if I didn't like it I should move out and buy a house. When my toilet broke and wouldn't flush it took 2 weeks to fix and the same when my air conditioning broke down. When I complained to the manager about something not being repaired after two weeks she said "Oh, I thought we already fixed that". A lot of longtime tenants moved out, including me. They finally got rid of the manager but whoever owns it is really bad if they would keep someone like that around so long. I doubt it's any better now because the rent is really low considering it's in such a suburban location. It's never really recovered from past bad management.

Yes you should expect noise in an apt, but if I wanted to listen to my neighbor's music, I would go and plunk my butt down on their sofa. If I'm in my apt. I don't want to hear your music. Sadly, so many leasing agents have that same attitude. "If you don't like it, buy a house". I had the same situation at my old complex. Instead of calling the office, I drafted a letter(they don't like things in writing)and signed it "the residents of bldg #. I dropped it off late in the rent drop box. That was Feb. 2005, I moved in July of 2005 and I did not hear a peep out of that loud, music playing neighbor the entire 5 months. Some people are not in a position to buy a house. I'm one of the blessed ones. After my last renting experience I did buy a house!!!!! I hope you can do the same soon!!!
