It's cheap (rotting) HUD housing.
Just drive by on Kem Road slowly and take a look below the windows. The exteriors are rotting away. They are VERY poorly insulated.(In the 2 bedroom apartments the middle bedroom is so cold in the winter you will need a space heater.)
Maintenance "staff" --- headed by a old geezer that "knows" it all--- leaves MUCH to be desired.
The "office" staff sits and plays solitaire on the computer instead of working.
This place is a "housing cooperative" and as such in Indiana you have nearly NO tenant rights.
The people at the HUD office in INDY that are in charge of the property could care less about the residents.
They are cheap--- OLD-- circa 1960's--buildings that were build on the cheap, and have never been maintained.
1/2 of the units have sat empty for over 2 yrs. They have NO money to fix any thing up, or keep the units updated.
Good luck on repairs to appliances, and God help you if you get stuck with an AC compressor from the 60's or 70!! Your electric bill will eat you up--- the AC runs from 8 AM to past midnight non stop!
OH YEH---- You "may" get part of your security deposit back, but you will get cheated out of your $ 100 paid to "buy into the cooperative"!!!

Your right!
Huge potholes in all of the streets and parking areas.
Nails laying all over the street.
Trash all over.
Shingles, boards laying around - boxes of loose shingles sitting on roofs of 2 story buildings in high winds.
Dogs in nonsoundproof apartments.
Manager/staff NEVER walk around and see what is going on on grounds - don't inspect work done by workers.
Some how all the managers relatives get hired and the apartment complex finds money to "make" a job for them that does not exist.
Really run down units, old fixtures, old pipes and wires, ancient appliances, no insulation in buildings.
Any work that gets done after months of requests is substandard - workers have no training.
If something finally gets "fixed" it is fixed wrong - or backwards or halfway and the attitude from the office manager is horrible.
Hud is next to impossible to get on the phone to contact them about issues.
Hud/Feds need to check all records and bookkeeping on office accounts.
Why are the managers relatives constantly being hired?
