Location is Good, but I would never stay here

Good location for ND, and I must say that in the last 6 months I thought things were getting better (new janitors and repair people were good), but things have gone downhill.
Every few months new managers and repair people come in, and every few months they all quit or are fired. Because of this the repair men are always learning what to do and as soon as they figure it out they quit or are fired. The people who started the projects and upgrades are all gone now.
The only reason I like this apartment because it is somewhat affordable and walking distance to the ND campus. There are many IUSB and ND faculty, staff, and students here but no one seems happy with it really. People live here for location only.
I don't like the "sewer" and "trash" fees. They used to offer recycling but not any more - the trash fee has not gone down! This seems like a rip off.
The new leases are very bad also. You sign for a year and can't "buy out" with one month's rent like it used to be. This means you can owe them thosands if you get a job transfer and you can't rent or sublet your apartment. With the fact that the place seems to be more run down than ever it might be hard to find a sublet or a new renter.
All the upgrades are stalled and there are porches half-finished, parking is horrible now, and the new managers and janitors seem to be taking an anti-tenant attitude. They should blame the owners who are making our apartment complex a mess!
The changes are horrible here. Instead of having the people who cut the lawn pick up the leaves and yard waste one single guy with a wheel barrel is doing it. This place is such a mess. I would suggest that people consider renting houses in South Bend since these can be had for about the same amount of money as I now pay for a 2BR here.
Perhaps the new managers and janitors will realize that the owners are the real jerks and not the tenants since we see the managers and janitors fired or quit every few months. I would never live here if it were not close to the school.
