If you are rarely home and do not plan on living here long, the Bluffs may be for you. Otherwise, I would keep looking.
The units were obviously thrown together in a hurry and we have had hassles with crooked cabinets, strange smells, stepping on carpet tacks, poorly installed windows that let piles of dirt in, pieces of tile that were never even put down, the list goes on and on. Everything from the carpet to the cabinetry to the door locks is cheap and something is constantly breaking. If you can get past the difficult people in the office and actually get in touch with the maintenance guys, they are actually pretty decent. However, that can be difficult to do. Often when I call the office they try and talk me out of putting in a work order and suggest I try fixing it myself or dealing with it pretty much. Maintenance does their best with what they are given, but unfortunately they don't have permission/supplies to do what really needs to be done sometimes.
We have lived here six months and still don't even have the beginnings of grass outside our building. Funny though, because I have been woken up at the crack of dawn about a million times by landscapers bulldozing and whatnot outside. Around this building the only real change I've seen was them laying rocks in the islands around the parking lots and bulldozing the dirt areas here and there. When it rains dirt and mud run all over the sidewalk and it is VERY slippery. I myself have slipped on it a few times, and I have seen others do so as well. Forget washing your car when it's dry out too, because the dust will blow all over it and it will be coated in dirt within a day.
The pool is okay, but the hot tub was broken more than it was working when i was there. The gym is not open 24 hours so I rarely get to use it either. I haven't been to the 'business center' since we moved in because at that time they had no internet access or fax availability. There is a game room and a movie theatre but we don't use them so no input on those.
Parking is an issue because there is no guest parking (except on the street) and being that this is a rather large complex, it can be a rather long walk from the street. Pretty much impossible for older visitors, anyone with little children, or if you are trying to carry something. If you get a one bedroom unit, you only get one parking spot so if both spouses have a car one has to park on the street every day.
It does get loud on weekends and sometimes even weeknights. Most of our neighbors are alright but I have heard terrible stories about some of the buildings. The parking lot was spray painted, my car was keyed and another resident's home was egged this summer but that seems to have stopped.
Also, if you do move in, please be prepared that management will constantly leave little notes on your door about anything and everything and will need to be in your apartment for some reason or another at least once every week or two on average. Some members of management seem to enjoy talking about residents' personal business with other residents, so keep that in mind as well.
On the plus side: they have free dvds to rent in the office! Seriously though, the only reason we've stayed is because of the washer and dryer in the unit (which is a big plus for me).
In short, the Bluffs are new and look nice at first glance but I can think of a lot better places to waste your money.
