I'll start by saying we are a military family like many of the residents at the Bluffs. We found the Bluffs online and they looked FABULOUS and promising. Everywhere else we tried had issues doing paperwork long distance/were full/or just not what we were looking for. We moved to KS and stayed in a hotel while we got our paperwork straight. It took about 3 days or so to get it all said and done.
We had a couple issues in the beginning process:
1. We requested first floor and we were given the third, we were not told this or shown the apartment until we signed the lease.
2. We requested a two bedroom large unit and we were told it was available and it wasn't, they did offer to let us change our lease to a large unit when one became available,however we chose NOT to move our stuff up three flights of stairs,move out a month later and have to go down three flights of stairs and across the parking lot and up another three flights. No thanks :)
3. You are given ONE parking permit per bedroom. This means if you are a couple moving into a ONE bedroom you will be given ONE parking pass, regardless of whether you have two vehicles or not. There is no option to purchase an additional pass BUT you can pay $50-60 extra onto your lease(cannot remember exactly) for a garage to park the extra vehicle in.
Moving in, I did expect a couple holdups considering it was a new property and I understand it takes time to work out the kinks so this was not a problem. We did the walk through and noted little things that would need to be fixed with the apartment such as:
1. No drawers in the kitchen
2. Closet doors in master bedroom had a hole in it and would not close properly.
3. Shower doors improperly installed.
4. Windows and doors VERY VERY VERY drafty, almost to the point they are permanently open slightly.
5. Sunflower seeds stuck in the grout in the kitchen.
6. There was a problem with the water heater we noticed when we first moved in and it had to be replaced.
7. Nails sticking up in the patio.
8. Security Alarm system goes off like crazy when windows are open.
It took about a week to get our kitchen drawers and we had to go in to the office and remind them twice. In their defense though the maintenance team is short staffed and work their butts off.
Moving in the place looked like a construction zone, again we expected this. HOWEVER, its been over a year and we still don't have grass around our complex! We nothing but MUD and dirt and weeds. It's disgusting. And if I paid the pet fee to have an animal I wouldn't want to walk it in the mud. It's funny though because the grass is green and the landscape is kept up around the clubhouse and the areas you see when you first come into the complex. I believe these apartments were kind of just "thrown" together in a hurry to make a profit. We have had serious electrical problems resulting in needing to replace the dryer, microwave, and parts of the fridge. I did not like receiving notices every month saying the management would be coming in for this, that, or the other (for things such as bug spraying, pet check, patio check,checking apartment shape, and much more I cannot think of right now). It wasn't just me who received these notices, they did it to everyone. They were very vague about the times telling us they would be coming sometime this week between 9-5. I wasn't comfortable letting them come in without me home so in turn I spent alot of time waiting for them. All in all though we have loved the apartment and the layout and the "new-ness" of it. It is not the apartment we have been unhappy about. It has been the management. Generally speaking there have been no problems until very recently. We renewed our lease at the beginning of March and found out the end of March we would be moving because of the military and had to report May 11. My husband went in to the office on the 24th of March when he found out he would be leaving and asked what he needed to do to get out of our lease. The lady gave him a paper to fill out and told him he just had to turn in a copy of his orders (he told her he had not received them yet) along with it. He received his orders on April 7th and we went in there April 8th with the orders and paperwork in hand ready to handle this. She told us we wouldn't be able to get out of our lease on May 1 and would have to pay FULL rent for May because it was less than a thirty day notice. We tried to explain that we did not have the orders until the day before and we technically gave a verbal notice on the 24th of March. They would not even do our thirty day notice from April 8th and pro-rate Mays rent. I found that odd because they pro-rated our rent when we moved in. This just has me livid because this is a military community and people come and go often. I understand what the lease says, but when we are told to move we have to move. What I found worse then the information that I was given was the way I was treated by the management at this time. When we were speaking with the lady she was very very RUDE and condescending calling me hun and telling me I didn't know about the military way of life. I come from a military family so I found this very offensive. She was very much un willing to help us with our situation and I was very put off by her rudeness. I am very disappointed in this property. We only wanted to do this the right way and clean the apartment and give the necessary paperwork and just get it done, but it has been a HUGE issue. If you are military I would re think before moving into the Bluffs because chances are you will be moving at some point.

I am a fellow Bluffs resident and military wife. However, I do not share the same feelings as you do and believe they should not be blacklisted for following the SCRA (which is your complaint about the rent.) If you read the federal law, you will find it requires a 30 day notice and although there is much debate about the pro-rated rent, unfortunately we all signed that section of the lease... There are more positve things about this apartment complex that aren't as intriguing to read about however they are overlooked because people love the negative...
