worthless promises from the management

I have lived here at Waterstone for 3 years and been moved in an effort to keep me here from a terrible part of the apt. complex. The building that i am in now has less of the gang activity but more children running/cussing/fighting at all hours of the night. The newest item on the complaint list has been lack of hot water. We have not had hot water for half of the last month. The management told us they were getting a part to fix it and apparently did that. Still no hot water. I asked what the hold up was and they said that someone was turning the hot water valve off in the building and they were trying to figure that out. The problem is that they have no secure way of keeping houligans or idiots from turning the hot water off and that is Waterstone's responsibility. They will be losing us permanently very soon and will never receive a good recommendation from us. I have experienced the many complaints that others have posted about Waterstone as well. Our rent is cheap but it's not worth losing your mind over.
