I will never recommend this apartment to anybody.
Reason follows:
1) Very expensive apartment.
2) Surprising electricity bill every month (beyond $35 for electricity as a part of utility).
They don't have clear electricity billing system.
3) The funny thing is they collect $100 from everybody at the beginning and use that money for parties (!!!!) and bus service.
Finally, they pretend that they provide the party on their own.
Well, with the situation of KU and T-buses are free for the students, why should we pay money for that.
The beauty is that you have to pay the money whether or not you use the bus.
4) Very bad guest policy.
In spite of paying such a lot of money with electricity on your own, you can not accommodate anybody for more than 3 days.
I never came across such a policy in any of the apartments I lived in.
5) Most of the staffs are very rude.
They behave as if you are living there for free.
6) They are trying to catch more people by offers and don't be caught.
Funny thing is, they advertised like, they will pay money if somebody wants to break lease from somewhere.
Well, I want to break my lease from here and if they have any option for that, I will be the 1st person to do that.
Since there is no subletting option, I am sort of trapped here.
Anyway, who will come here'
7) Most of the time it is noisy during the week-end nights.
Positive points I found: so far looks safe , reasonable parking space available and washer & dryer inside unit.
In any case, it is a terrible place to live-in.

I have to say that it doesn't appear that you are complaining as much as letting the public know what is offered at the property. I know for a fact that the $100 is NOT for the bus service that they provide, but for the parties and events that have been and will be held at the property. Again, I know for a fact what it takes to put on a pool party or any other function for the residents and the $100 per residents for an entire year does not even come close to paying for the food, drinks, music, etc. Legends holds continental breakfast every single morning and lunch every day throughout the finals week. They don't have to do that at all. It's loud at the property because it's full of STUDENTS which is probably one of the reasons you decided to live there. I guarantee you it isn't any better in the dorms. At least you have your freedom and, like you said, it's safe!
As far as the apartments being expensive - you signed the lease! Right?! You were well aware of what the rent was before you moved in. There was no hidden cost at all. Your parents were probably also involved in making that decision as well. So you really can't complain about the cost of the apartment.
Regarding the electricity, Westar Energy is the one that is raising prices twice a year not Legends. If you lived at any other complex you would be paying the total amount and I guarantee you the bills will be a lot more - you might want to do some research on that as well as read your lease agreement which clearly states the responsibilities of the resident for the electricity.
You are unhappy, that is clear, but I'm thinking you probably wouldn't be happy anywhere else either. Usually when residents are unhappy at Legends is because they don't like their roomates anymore and they take it out on the property or the staff. The staff reacts to the negativity and are upholding the policies of the company as well as what is written in your contract.
I do want to make it clear that I am not a staff member nor do I live there, you'll just have to trust my words. Legends is a great place, but like every place in Lawrence, it is filled with students.
I hope you find a place you like because really no one likes a whiner and a complainer who takes their frustrations out on a website.
