These apartments are the equivalent of section 8 housing. Depending on income, some don't even have to pay rent so of course the neighbors and staff are going to be bad. Bottom line, don't live here unless you can't afford anything else because you will be looked down upon, and the only reason they still look descent on the outside is because they are still relatively new.
