Why must I pay extra' Lax with resident cleanliness

Years at this apartment: 2004 - 2007
Due to the overfill of cars, I pay for a carport($25.00). Why is a carport so expensive' What is the monthly upkeep on a carport' It's nothing as far as I can tell. In fact I have to shovel out my own spot when the plow pushes the ice and snow against my car. Again WHAT am I paying a large monthly fee for'
Also, there is dog poop everywhere there is a dog. This must be quite obvious to the groundsmen but nothing is done about it. It is disgusting and annoying. They could get rid of some of the trashy people around here by enforcing some of the rules.
