I lived in Chesapeake from 1997-2001.
It was cheaper than a lot of apt complexes in the area - but you get what you pay for. I too had water leakage throughout that was fixed with spray paint and I too got billed for carpet that was not new when I moved in and I lived there 4 years, it should have been replaced anyway but they billed me for that plus more. I had to make payments for months because I broke my lease as well to get out so it was like paying double rent. If you do move in here, write down EVERYTHING upon move in and I mean EVERYTHING. If there is a mark on the wall or a tiny scratch on the floor, anything, note it on their sheet or they will charge you for it when you leave. The girls in the office were barbie dolls who acted like sorority snobs - definately not a good experience. I did pay my rent on time and still had problems with most things, no plowing in the winter either, made it difficult to get out.
