This is a college town next to a military base. Residents are going to be more noisy and rowdy the closer you get to campus. I lived here two years and have had some annoyances with the people below me the second year, but nothing that I couldn't live with. I have not complained about noise so don't know how that would be handled. Smells do carry (as a previous poster mentioned), so if you have a neighbor that's a bad cook you might be annoyed walking down the halls.
This place is VERY cheap. The rent is cheaper than anywhere I saw, and usually 200 cheaper than the competition. If you want more, pay more. I also paid a total of about $50 per month average (in a 2 bedroom) for gas and electric (much cheaper than I expected).
The maintenance guys are brothers (as stated in an earlier review) that fumble through some things they don't know how to fix, but they are gaining more experience. The few experienced maintenance people that I have talked to mentioned their opinions and experience are not put to use. However, when there was a large problem they hired professionals (we had bats roosting in between the outer and inner wall). I haven't had problems since. The maintenance problems I had were dealt with quickly (within 12 hours usually), and I can't remember a time I had to request repeat service.
The office staff always greeted me by name and were helpful many times during my stay.
I have only been in the four buildings closest to the office, but they looked comparable to the model apartment I was shown.
The pool is pretty much useless. Filters are pretty much broken, and when the pool is open it is dirty. This year the hot tub jets were broken, but they worked before that. I don't know if this has been fixed yet. They also close the pool really early around 6PM.
You get what you pay for... and I was satisfied. I've lived in worse that was more expensive.
