I am not sure if there is a problem with the lighting around here, or if they just can't seem to keep up with replacing burned out bulbs. But, there are numerous parking lot lights that are out and need to be fixed. I don't feel safe walking by myself at night anymore, since there are so many lights out plus the city street lights have been out for several months making it even darker. How about checking the lights at night, so you can see which ones are out' It can't be that hard.
