I would say shop around and not look just at a special move-in rate because the price is made higher and then the special is what they really need. You have to fight for maintenance to come because they decide waht needs fixed itc. yet when you leave it has to be in the same whaore it was in when you rented. Big concerns are maintenance, roofs, metal rusty steps, noise at night, unfriendly staff and poor accessories in each apt that seem to fall apart.
