Severe Flea Infestation

My apartment was infested with fleas the day I moved in. Management failed to treat the apartment after the previous tenant moved out. They expected me to vacuum twice daily and throw away the vacuum cleaner bag after each use. I have washed everything in my apartment three times at my own expense. They finally moved me to another apartment after about 2 weeks of being bitten unfortunately they moved the fleas along with my things. I was told my new appartment would be treated for fleas as soon as the move was completed to prevent transferring the fleas. It was't, and still hasn't been 5 days later. I am being treated for impetigo caused by the flea bites. I'm told I will probably have permant scarring. The medical expense are out of my pocket. They stated they are not allowed to pay medical expenses.
