beautiful but old and not clean

I like it's greenery property but there's lots of uncleaned places everywhere.
The carpets of hall way in each buiding (unit) - looks dirty and actually never been cleaned for last 5 months.
There looks nobody clean this apartment in/out side of the buildings.
And electronic appliances are old and carpet is not clean.
The door is terrible. Cold winter wind comes in through the door between the living room and patio.
They need many renovation in and out.
But maint. guys are very courteous,helpful and kind.
Office staff - not kind nor polite but there is not so much chance to see them.
