Suckers for money

I lived there for more than 6 months. We have no kids and no pets and my wife keept the apt like a brand new apt and we even had the carpet steam cleaned by a professional. They kept 90% of the deposit saying that the apt is clean. I even gave them instructions to call us when they are going through the apt for any damage after we left. They never did that.
In one word they are suckers for money and I am very frustated and wonder why no body id able to take ant action against them.
