Everyone's to blame

I moved into VM in 2003, and in that time there has been an increase in damage to vehicles in the parking lot, people yelling at each other in the parking lot and courtyards after 10 p.m, kids playing outside (in the parking lot, swimming pool, courtyards, etc.) without adult supervision, an increase in trash left around the property, animal feces in the grass, and white-trash individuals that think honking the carhorn is the proper way to let someone know his ride has arrived (get your butt out of the car and go to the door, or use a cell phone, but don't honk.) I have on numerous occasions had individuals park in my parking spot (yes, I pay for a carport spot.) While it's easy to blame management for failing to enforce the rules, I blame the residents for failing to take pride in where they live, and failing to take responsibility for their own actions and the actions of their children, pets, and visitors. It is not management's responsibility to scoop your dog's poop, babysit your children, play lifeguard at the pool, or take your trash to the dumpster. Every resident needs to step up to the plate and help make this community better, and more like the way it used to be.
Management is not perfect, I have had the same water stain in my bedroom for 3 years. It took at least two attempts to fix the leak in the roof which caused the water stains in my room. The squirrels and birds have made a home in the walls of my unit, gaining access via the holes in the soffits. It takes 2 or 3 calls to the office to get repairs made, and when maintenance has come into my unit to make repairs the work has been shoddy and there is a mess for me to clean up when I return home. Management has attempted to address some of the vandalism/damage issues on the property, however, some of these attempts have been in violation of Kansas Law.
A few things to note, the apartments are old which creates terrible drafts throughout the unit. Gas and electric bills are outrageously high due to the poor insulation and leaky windows. The appliances are old (my dishwasher doesn't clean dishes) and are in need of replacement. The beige walls make the units appear dirty no matter how much or how well you clean. The linoleum is discolored and in need of replacement as well.
All-in-all, I would recommend this property to anyone who understands that living in an apartment requires some personal responsibility to help maintain the standard of living, and that there are rules that must be followed. And an improvement in the quality of service and promptness of the response to a request for service by maintenance would be greatly appreciated.

I have lived in Villa Monterrey since 2001 until present. I have seen the managers along with the maintenance people come and go right along with the standard of living here in these apartments.
The phone may be answered 24 hours a day but the response to the needs of the residents is null and void. Residents seem to be the last priority when it comes to taking care of their needs, maintenance, paperwork, communication needs, etc.
It is the office work and paperwork that takes preference and then 2nd comes the leasing--if someone walks in to fill out an application and plunk their money down then they take priority over a long time paying rent resident. I have had to walk over after several phone calls and messages that I left to get any kind of response. I had to sit in the office with a newborn to get results only to get the comment from Gloria, the Assistant Manager asking me "If I felt like I was being ignored?"
Stupid woman...she reminds me of a busy body in everyone's business but her own and not totally focused on her responsiblities on the job. It is just an image thing to her. If she was a tv character... she would be the neighbor who was always watching the family through the window in Bewitched and reporting it to her husband who was always reading a paper in his lazyboy. Remember that character? Well she lives and works at the Villa Monterrey Apts. She is the oldest woman in the office.
Becky, an employee of Villa Monterrey Apartments has held the fort down plenty of times and she "knows" what is going on in the office and out of the office. She just goes about her business and does her job the way it should be done and then some. I have always seen Becky in the office doing everyone else's work. Becky also ends up training the new office staff where everythong is and how the job is to be done!!!! If it wasn't for Becky and the amount of space available in these apartments I would have left two years ago.
Now, I don't waste my time with them...I do not call or wlak to their office. I e-mail them so I have documentation of my communication needs.
I fell that if the staff were more considerate of thier residents their residents would take pride in their homes. It is hard to take pride in our homes when management does not want to spend money to replace old stoves, old dishwashers, leaky refrigerators, and rotten ceilings and floorboards.
I agree with the person who stated that things have gone wrong since the "white trash had moved in an upstairs apartment with two huge black dogs who would growl at me as I tried to walk to my apartment. Those people are finally gone, but the atmosphere has not changed, nor has the noise level. I can tell that the residents are as mad as the squirrels around here because I can hear everything they do and i can tell where they are walking towards and where they are going next.
This apartment needs some serious insulation inbetween the walls and the floorboards to give the residents their much needed privacy and to make their living space peaceful, not stressful. We can hear each others door slam every minute of the day and night.
