Far too noisy

Years at this apartment: 1997 - 2005
 
We have talked to office personnel several times about the noise and destructive nature of our neighbors and yet nothing has been done. The office staff does not take complaints seriously, and they only fix maintenance problems temporarily. NOT recommended.
