Beware of unusually high utility bills

I've been living in Carlyle for almost a year but now i've moved out.
In Nov 05, the Carlyle management decided to change the utility billing company to NW&P.
1. As per our lease agreement the utility billing was to be provided by USIS Energy.
In a clear violation of its agreement with its residents, the Carlyle apt management didnt give its residents any reason why they were shifting to NW&P.They only sent feelers to all ,that the change would be effective from Nov 05 billing date.
2. Until Oct 05, the utility bills could be paid directly to USIS Energy. But eversince NW&P started billing, the Carlyle property Mgt co wants its residents to pay the utility bills along with the Rent to Carlyle Apts. Carlyle property mgt co would then pay NW&P according to whatever agreement they have between themselves. This raises doubts about Carlyle and NW&P joining hands to rob its residents.
2. With NW&P, my utility bill jumped from 45$ in oct 05 to 210 $ in Nov 05.The utility bills we recieve from NW&P has no
supporting information for the $ they charge us (such as meter readings, usage, rate, how the allocation is calculated etc.)
3. When we contacted NW&P, they told us that it is the Carlyle property management company that decides on how NW&P should bill its residents.
4. When we the residents of Carlyle went to ask Debbie Hall (Carlyle Property Manager). She had no interest in helping us verify the figures.
Carlyle property management company has no interest of protecting its resident's right against this kind of rip-off. Why should they, when they are benefiting by robbing its residents'''
My advice to existing residents is to move out of Carlyle Apts by breaking the lease.The amount you pay for breaking the lease would be less than what you pay for utility over the months to NW&P.

I had the same experience with Carlyle!! I moved out of Carlyle in Mar. I think this kind of practice should be stopped or at least regulated. We, as residents at Carlyle, were not protected at all. I consulted about the dispute with Kansas Housing and Credit Counseling, and was told they are actually dealing with an active case similar to my situation. I was also considered filing a complain at Kansas Consumer Protection Division.
